Sorry; ZULU is the equivalent of UTC, which is basically Greenwich
Mean Time without daylight savings.

Going back to the discussions of showing how the printer time could
be the local time and therefore could be used to determine the time
zone, if the printer is setup for ZULU/UTC, then the GMT offset will
always be 0 in the date/time structure, which prevents this "hack"
from being used.

As Patrick has already noted, this whole date/time thing is getting
out of hand. IPP needs to define a common printing protocol, and
while date/time information is important in many circumstances, we
need to allow for situations where it can't be determined accurately
(just as the HTTP spec does). Let's just make all of the date/time
attributes OPTIONAL as a group (someone else has suggested that as
well...)
