Thanks for the follow up. We are looking for a way for a client to request adjustments to printed output image qualities (like lightness, contrast, saturation and color cast) with some granularity that could parallel a user interface offering a slider to select 'more' or 'less' of any of the image adjustment qualities. We are considering something vendor specific for print, modeled after the input-attributes collection attribute. However, leveraging standard attributes is preferred so I wanted to see if I was perhaps missing something.

As you correctly surmised, that is an old (February 12, 2005) working draft that was never advanced. IIRC, there wasn't enough support within the PWG to develop this as ICC profiles and standard color spaces were becoming more commonplace and we didn't want to "hardcode" color controls...
I know we *did* include some of these controls in the FaxOut and Scan specs to control brightness and contrast for the scanner portion of the service. See section 7.1.1 in the FaxOut specification for the definition of the "input-attributes" collection attribute:
