As you correctly surmised, that is an old (February 12, 2005) working draft that was never advanced.  IIRC, there wasn't enough support within the PWG to develop this as ICC profiles and standard color spaces were becoming more commonplace and we didn't want to "hardcode" color controls...

I know we *did* include some of these controls in the FaxOut and Scan specs to control brightness and contrast for the scanner portion of the service.  See section 7.1.1 in the FaxOut specification for the definition of the "input-attributes" collection attribute:

What kind of functionality are you looking for, i.e., what are you trying to do?
