[IPP] RFC: IPP Finishings 3.0 "laminating-type" value 'water-resistant'

Hi Mike,

I support changing the 'silicone' keyword defined for "laminating-type" to 'water-resistant'. There is an identical keyword definition for "coating-type" and I support changing that one as well.
