They are, but if the printer supports them and a sufficiently large amount of job history you can use them to calculate the number of pages printed over a specific time.

Yes, although it is defined as part of the Enterprise Printing Extensions (PWG 5100.11) and is not widely supported. You can also look for a serial number in the "printer-device-id" attribute...
