Changes:
Changed symbolic names to use all lower case and replace spaces with hyphens;
Shortened lengths of 128 to be 127;
Fixed IANA registry listings; and
Fixed a few normative statements to state their targets more clearly.
I believe this draft is ready for Workgroup Last Call.
