[IPP] Updated draft of PWG Message Catalog Help Extensions (HELPME) now available for review

Changes include normative recommendation to use the "network-path reference" URL format ("//" prefix) and requirements around the content allowable in tool tip text, along with many editorial fixes. Feedback before the next review is most welcome!
