[IPP] New white paper for "IPP Presets" uploaded to PWG FTP site

Greetings,

HP Inc. would like to propose the addition of a new set of attributes that would be used to convey "presets", which would be similar to constraints but "positive" rather than "negative". This would be used for triggering a collection of values if a trigger condition were met or via user interaction, since the presets would have a localizable label.

In particular, it seemed to me that using "job-constraints-supported" and "job-resolvers-supported" didn't quite go far enough, and using constraints for this could have a negative effect on Client implementations.

Thoughts? Can discuss before / during / after the F2F.
