[IPP] [PWG5100.20] Issue #38: Add a definition of requirements for IPP Everywhere Self Certification for print servers

Add a certification program for print servers, or the different
requirements that a print server would need to comply with as compared with
a printer.  Supporting print server certification would help encourage the
growth of the IPP Everywhere ecosystem.
