[IPP] First draft of IPP Finishings 2.1 available for review

I wasn't sure whether the registrations posted earlier to the reflector were sufficient or if they needed to be included.  I will make these changes in the next draft, to be posted hopefully by EOD tomorrow, in preparation for the F2F.
