[IPP] First draft of updated Media Standardized Names spec posted

I have posted a first draft of an updated Media Standardized Names spec to:

Aside from the transition to the new template, this first cut adds some missing media-type values and defines how to name vendor media types and colors. For review at tomorrow's IPP Everywhere session.
