Hi George,
IPP/1.0 (RFC 2566) and IPP/1.1 (RFC 2911) both defined
the REQUIRED Printer attribute "operations-supported" that
MUST list all supported IPP operations.
IPP Version 2.0 First Edition is a 2009 PWG Candidate
Standard - so your suggestion is a few years late.
Also, the specific reason for IPP/2.1 and IPP/2.2 is to include
*all* of the IETF and PWG IPP standards into named versions.
This work has been in progress for over 3 years now.
