To be a compliant IPP printer you do have to support other operations. To be a compliant IPP client you choose what functionality your users need, which may be a subset of the required operations. Right? Thus, a manufacturer of cell phones could follow Peter's example for simple job submission and claim 100% interoperability/compatibility with IPP printers. It can be that simple.
