If the factory settings values are only RECOMMENDED, then it will be
impossible for a client to determine what values an administrative client
can use in the Set-Printer-Attributes operation for those printers that
don't implement the feature.
I think that the factory settings are REQUIRED if the printer supports
Set-Printer-Attributes.

The Set spec add the "factory-settings" (boolean) operation attribute to the
IPP/1.1 Get-Printer-Attributes operation, so that a client can get the
