I would day the order is:
system dialogs, UPDF dialogs, generic driver dialogs
When a driver UI is presented, I think it should present the most commonly used features on the first dialog. Therefore I think the UPDF dialogs should come first since they are setting the basic features of the printer (media size, media type, source, copies, etc) and the driver dialogs are setting advanced features (watermarks, custom paper sizes, device configuration, composite feature editing).
