My personal opinion is:
A. I prefer the page numbers to start from 1. Historically, IEEE
specifications
number all the front boiler plate using the LC Roman numerals. I have
seen
where this is a problem for Acrobat but I also have files that display
the
correct page numbers, including the Roman numerals, using the same
reader.
So it may be a version or setup issue with the Acrobat writer. It might
be
better (i.e. easier) to find the Acrobat secret and not try to get the
ISTO
to change. Have you discussed this with the ISTO?
(I will send you the file that shows the "real" page numbers, if you
would
like to see. The files are at my home and I will bring them in tomorrow.

B. I don't like the page numbers at both the top and bottom. This rarely is
done on any other documents and just doesn't look proper. Again, I don't
think we should fight this battle with the ISTO.
C. I also don't care for the cover page before the title page. This is also
a practice that is derived from book formats. I can live with this also.

Since our IEEE-ISTO documents are read using Acrobat, it is user-friendly to
have the page numbers at the top (as well as at the bottom as the ISTO
wants) and to start with page 1, not having any Roman numerals. This is an
example of something we'd like to discuss with the IEEE-ISTO to see if we
can convince them of this more user friendly page numbering when viewed with
Acrobat (at least for the .pdf version). In Acrobat, you want to see the
page number at the top, since that is what you see first when scrolling
through a document where the entire page can't fit on the screen. Also as
soon as you get to the bottom of a page, Acrobat flips to the next page, so
its very hard to see the page numbers at all.
Does the IEEE-ISTO even offer hard copy? If so, they may want the more
traditional page numbering and the Roman numerals for the pages of bolier
plate for the hard copy version. But I hope we can convince them to have
only a single format for both hardcopy and .pdf and to make that format be
most usable with Acrobat.
