I want to address the question that Tom raised in his e-mail on
discussing this change during next week's PWG meetings. All discussion
on this change MUST take place on this mailing list and NOT at new week's
PWG meeting. Concensus (or lack thereof) on this change SHALL be measured
by mailing list discussion and NOT by discussion and/or voting at some
face to face meeting.
