IPP> Comments on spec

In referring features of the current spec draft to others, I noticed that the IPP standards cited in section 4 (and elsewhere) are not keyed to the references in section 10, and that the IDs and names of the documents in section 4 are not always consistent with the formal names in section 10. It might be better to be consistent.
