So I checked again (as I did yesterday). Bottom of page 16
for message body content says MUST for a list of localized
content.
That has to be fixed.

The language in the spec has said "SHOULD" all along.
We have tried to recommend content in a general way and leave the specific
phrasing to the vendor. For example, we recommend that a printer name be
present, but let the vendor choose the words.
