This is the updated version which has taken comments from IETF47 into
account. Thanks to Ira and Harry for helping out to get this moving.
I think we are ready to Last Call this document in the IPP WG now. If I
don't hear any objections over the next two days, I will start the IPP WG
Last Call later this week.
