I've updated the Notification Requirements based on comments from ipp and
ifx DLs and IPP telecons. The files are available:

Please send any comments to the ipp and ifx DLs. We have not yet attempted
to add any specific requirements from the QUALDOCs project. However, as
that project gets going, we'd be glad to update the IPP Notification
Requirements document with any QUALDOC requirements for notification, if
that makes sense.
