In IPP/1.0 SSL3 and the HTTPS scheme were a MAY, i.e., an implementation
OPTION.
Carl-Uno is asking the Keith whether it is ok to leave it as an OPTION in
IPP/1.1 as well.
In IPP/1.0 the HTTP scheme MUST be used and supported. We are also asking
whether it is ok to allow the HTTPS scheme to be used and supported in
IPP/1.1, as long as the IPP scheme MUST be supported.
However, the major conformance changes from IPP/1.0 to IPP/1.1 are to
REQUIRE things in IPP/1.1 that were either not in IPP/1.0 or were only
SHOULD or MAY in IPP/1.0. See the ISSUE 33 resolution.

What is the impact of this change? That is, what required features of IPP
1.0 are not in IPP 1.1?
