Paul Hoffman's Internet-Drafts for the new base MIME type
and 'wide' Unicode charset are:
"Registration for the 'widetext' Media Type", 12/15/1998,
<draft-hoffman-widetext-01.txt>
"UTF-16, an encoding of ISO 10646", 02/09/1999,
<draft-hoffman-utf16-02.txt>
At present draft, the only legal charsets under 'widetext'
are the UTF-16 family (unspecified, big-endian, little-endian).
UCS-2 itself (plane 0 only of ISO 10646) is not presently
permitted, although it could be by revision.
