Hi folks,

At Tom and Carl-Uno's request I am casting my vote that we specify
in the IPP/1.0 Model spec that, in order to facilitate interoperability
of secure IPP implementations, all IPP clients SHOULD implement
TLS with the "Mandatory Cipher Suites", but an IPP client MAY
claim conformance (to IPP/1.0) without implementing TLS.
