One of the arguments given repeatedly via email against Job-Ids is that
gateways should not drive the architecture of IPP.

Yet, the order of jobs returned by Get-Jobs became an open issue in
Redmond (and remains so) precisely because of gateways that cannot
easily reorder jobs to meet an ordering specified by IPP.

It's hard to move ahead with so much behind.
