We have had quite a bit of discussion on this internally in IBM, and the
results communicated to
Scott Isaacson. I think that Keith Carter and Scott have met to discuss the
issues and work on
a proposal ...

In Harald Alvestrand's comments to our early PWG draft for Charter, it was
pointed out that we need to look into what the Service Location (SVRLOC) WG
in IETF has produced.
It turns out that they have a rather substantial draft (57 pages) as
