It's actually both.... PDF is a text format. It just so happens that the
compressed image data is not valid as I don't have a JBIG2 encoder in my
head (or on my computer for that matter). Other than the image not showing
anything, it is a valid PDF file.

The attachment is really a .txt file, not a .pdf file. If you try to read
it with Acrobat, its a blank page.
