It might be interesting to look a the ID's being generated by the EDIINT
WG.
They are the EDI over the Internet folks.

Some of their architecture has a striking resemblance to some of the Goal
and Requirements for Fax (oops ..document transmission) over IPP.

They are also trying to create transactions over SMTP as well as HTTP. (no
EDI URL scheme I might add)

Of particular interest to me were the concepts of Non-Repudiation of
Receipt by sending a Digital Signature.
