Consensus in 2016-05-23 IPP WG meeting was to not have 5100.14 normative requirements subvert the normative requirements of 5100.6. So the consensus is to reject changing the normative requirements in 5100.6. But it may be wise to add a note in 5100.6 to remind people to always support the 'document-number' keyword in "overrides-supported" for interoperability reasons.
Consensus from 2015-05-09 IPP WG conference call was to leave 5100.6 as it is, but rather clarify 5100.14 can conditionally require it depending on "multiple-document-jobs-supported" = 'true', since 5100.14 may define its own normative requirements and doesn't need to simply adopt all 5100.6 normative requirements.
PWG 5100.6-2004 section 4.1.7 says: This attribute MUST contain the keywords “pages” and “document-numbers” because a Printer MUST support these attributes. But the 'document-numbers' attribute should not be required unconditionally; it should be conditionally required depending on whether the Printer reports "multiple-document-jobs-supported" = 'true'. If it doesn't support "multiple-document-jobs-supported" or reports "multiple-document-jobs-supported" = 'false' then 'document-numbers' should not be required.
