NOTE - The PDF is 600KB, but the MS Word is 5.5MB (it took me
25 minutes to download it over my dialup link just now).
Bill changed the revision mark style back to classic redlines (no
scaling or infuriating bubble change blocks on the right side).

We have plowed through most of the Counter Spec. I have "accepted" the
changes on which there was at least implicit agreement, and have changed
text according to suggestions. Ira has indicated that he will provide
updates to the Terminology and International Considerations sections. I will
add these when received and will repost the document. Hopefully, we can
agree on a document for last call tomorrow.
We will also address the WIMS spec that I posted this morning. I am sure
there will be much comment. The intent is to first agree on the format, and
then discuss the specifics of the scenarios and requirements section.
I appreciate the intensified effort that the group is putting into these
documents in preparation for the Tokyo meeting. We will need to have some
followup meeting next week. I will not be available next Wednesday, but
perhaps we can convene on Tuesday or Thursday. I will not be accessible from
1 April to 8 April, so whatever we want for Tokyo must be done by next
Thursday. That includes the "educational" presentation that I am working on.

The primary objective of tomorrow's call is to progress the counter spec so
that it may be offered for last call. Time allowing, we may also discuss
the WIMS spec and the "educational" presentation.
