Quite so. Sorry, an artifact of continually switching computers. Actually,
it appears to go back quite a way. However, the message also references the
wrong  files. Nice to see someone is pulling up the files.
 
I have corrected the names of the two files on the PWG site.  The names are:

Bill, 

Sometime in the last two revisions of the Counter spec you have switched
filename conventions 
from dashes to underscores on the stored file name which breaks the links.
The convention is dashes...
