Sorry about that...In my world that URL is just universally known. 
 www.microsoft.com/ddk

On the web page click "Windows NT 5.0 Beta 2 DDK"
Then download DDK.
The DDK is huge if you install everything - I usually just get the documentation and some
of the samples.
