It is specified by, um, not specifying it... If the job ticket does not contain an OutputBin value, then the print service default value is used, just like any other attribute/element.

No, you simply omit the value to get the default on the printer, or the client can query for the defaults and include the default values in the job ticket to bind them at creation vs. processing of the job.
