[MFD] Update for GeoLocation and Global Identifier

All,

I have posted a whitepaper covering the syntax and semantics for
Geolocation and Global Identifiers for Jobs and Printers.   I have also
made changes to a couple of Wiki pages.  Please let me know if there are
any objections.
