MFD> Updated Resource Service draf with comments resolution available for teleconf next thursday

The Resource Service working draft has been updated with current  WG 
consensus for resolutions on the comments received.

Here is the file that lists the comments received and resolutions:

We plan to discuss the updated draft,  further comments and resolutions 
for service state transition, and any other comment you may have in the 
next teleconference. Hope we will be ready for PWG Last Call for the draft 
specification at the Feb. face-to-face meeting after the next 
teleconference (next Thursday 3pm EDT).
