MFD> Initial draft for MFD Resource Service is available

Dear All,

In the last face-to-face meeting the group's consensus is to expand the 
scope of Template Service to store, retrieve, and manage MFD job process 
resources.  Template Service is therefore renamed as Resource Service, and 
the initial draft is re-written, now available as:
