That's some older wording we haven't updated; think "site local" or "administratively defined" names.

So the original vendor naming convention for media names predates the smiNNN convention we switched to when we did the RFC updates that became IETD STD 92. The current 5101.1-2023 allows both forms...
The general guidance for new vendor media names is to use the smiNNN prefix and not change existing vendor names...
