[IPP] Posted IPP WG Charter Interim draft (9 March 2024)

 Hi,

I just posted a Stable draft of the IPP WG Charter based on recent IPP WG
discussions:

This draft is a complete update (all sections) for IPP WG final review and
then
PWG Call for Objections.

Changes:
- changed Status from "Interim Draft" to "Stable Draft"
- added a sentence to Current IPP Projects explaining that these are all
  active or planned documents
- changed "Potential IPP Projects" title to "Possible IPP Projects"
- added a sentence to Possible IPP Projects explaining that these are all
  projects without currently active or planned drafts that could possibly
  define new services, operations, features, extensions, and/or attributes
