Changes:
* Merged in new attribute and value definitions, as well as associated use cases and model discussion, from the "IPP Storage Extensions" registration draft (https://ftp.pwg.org/pub/pwg/ipp/wd/wd-ippstorage10-20210129.docx);
* Normalized keyword definition lists to use tables rather than a mix of bullet lists, tables and sub-sections;
* Added the "Authenticated User", "ith", and "Secure Transport" terminology definitions from NODRIVER;
* Reordered the subsections of section 4 to be ordered alphabetically;
* Added clarifying language to section 5.1 "Get-User-Printer-Attributes" for how to interpret the error status codes and what they might indicate;
* Added more requirements to "proof-copies-supported" requiring the Printer support 'spooling' for the "job-spooling-supported" Printer Description attribute;
* Re-generated all figures in section 4.5 by copying the originals from an HP PowerPoint template to a PWG plenary template, and restructured several of them to correctly describe Job Proof and Suspend;
* Changed the normative requirement for "job-storage-group" from OPTIONAL to CONDITIONALLY REQUIRED;
* Added the 'unknown' out-of-band value as an acceptable syntax for the "job- password-repertoire-configured" Printer Description attribute;
* Extended the maximum length of "job-password-length-supported" to better support UTF-8 scenarios;
* Restored "feed-orientation" / "feed-orientation-default" / "feed-orientation-supported" from [PWG5100.11-2010] but now listed as obsolete as per earlier decision;
* Updated the URL format for IETF RFCs and also all of the Unicode references using what is in the latest draft of NODRIVER;
* Cleaned up mention of attributes that were moved to PPX or JOBEXT but were incompletely removed in earlier drafts; and
* Wrapped keywords in single quotes and other editorial cleanup
