Changes include:

Removed the "client-key" member of "client-info" because the consensus is that the PWG ought not engage in creating and maintaining its own OS / application name registry;
Added in use cases from PWG 5199.11 "Job Accounting with IPP v1.0" to section 3;
Added job accounting model justification in section 4;
Added "client-info" subsection to section 8 for all operations; and
Replaced all instances of "Job Creation Request" with "Job Creation Operation".
