[IPP] [PWG5100.19] Issue #103: Incorporate the old pages, impressions, and sheets content from 5100.13-2012

PWG 5100.13-2012 included a section 10 "Relationship of Impressions, Pages,
and Sheets". Since RFC 8011 provided a description of some of these issues,
this content was removed from drafts of IPP Driverless Printing Extensions
v2.0 (NODRIVER). But some of the content and graphics in 5100.13-2012 would
still be valuable.

Add the content from 5100.13-2012 section 10 to the next revision of
5100.19.
