[IPP] [PWG5100.7] Issue #90: Import section 11.3.1 from PWG 5100.11-2010

The "job-hold-until-time" attribute was moved from 5100.11-2010 to
5100.7-2019. When that move was performed, section 11.3.1 'Additional
Semantics for "job-state-reasons" attribute for "job-hold-until-time"
attribute' from PWG 5100.11-2010 should have also been moved into 5100.7.
