[IPP] Stable draft of IPP Implementor's Guide v2 posted to PWG FTP Site

At long last, a new revision of the IPP Implementor’s Guide v2 has been posted and is available for review and feedback.

Highlights include resolutions to all feedback from the past few months’ teleconferences and F2F reviews of sections 5-9, as well as UML sequence diagrams to replace the bullet list pseudo-code task descriptions in section 4.  I expect this revision will be the one reviewed next week in El Segundo.
