Thanks Paul - copying to IPP list for archive.

All - I had to rewrite the Transport Binding sequences pretty heavily
to make them more accurate and reference section numbers/names
in the normative well-known protocols.  Please proof closely.

I found on lines 250 and 306 that the word “to” is missing. The current
text states “connection the target endpoint” and it should read “connection
