Since we've already got the suffixes (in existing implementations),
I agree that getting rid of them (FAR the best solution) probably
won't do.
I like your suggestion for the state reason definition to explicitly
state the default for each state reason.
I *very* much dislike the last solution with advice to ALWAYS
add the suffix.
Although no one seems to care (printer vendors must ALL farm
out their translation chores), the suffixes are nasty little
problems that greatly extend the size of a multinational
message catalog for exactly no value.
And the suffixes extend the length of the keywords quite
a bit, which negatively impacts all delivery methods for
IPP Notifications (whether the encoding is binary or
human-readable, the keywords are conveyed verbatim,
since they are not enumerated safely in a common
standard).
