Yes, indeed. It's called, aptly enough, "Transmission Control Protocol" (or TCP
for short). It's normally part of the IPP/HTTP/[TLS/]TCP/IP stack. See J.
Postel, "Transmission Control Protocol", RFC 793, September 1981.
