    Servers are REQUIRED to implement "TLS + Basic" OR Digest.

    Clients are REQUIRED to implement Digest.  If the client supports
    TLS then it is also REQUIRED to support "TLS + Basic".

Won't fly, because it doesn't ensure interoperability.
