[IDS] Updated stable draft of PWG Common Log Format

I have posted another updated stable draft of the PWG Common Log Format specification to:

This update address a few more issues in the examples that Chris identified, along with defining the generic "<service>InternalError" event for things like configuration errors and other internal issues not addressed specifically by the other events.
