[IDS] updated IDS-Attributes specification posted

Hi Joe,

All - it's actually an artifact of the new server when you login as "pwg"
(admin).
The extra root path elements are inserted.  Be careful when listing FTP
URIs for
anonymous login as "ftp".  Same thing happens on Windows and Linux command
line FTP tools.
