[IDS] Final draft of revised IDS charter ported for one week review

I've posted the final draft of the IDS charter to the FTP site.  This
document will be available for a one week review period (April 14 -
April 21).  After the review period, and assuming no major changes, it
will be submitted to the steering committee for voting.
